What countries does PayPal Website Payments Pro accept credit cards from?
I had to find this the extremely hard way. Paypal kept sending me to a list of countries that PayPal works in, but it was more geared towards the individual and not someone that has Website Payments Pro account like we did.
I got this list by logging in, going to My Account. I then went to Fraud Management and clicked the link at the bottom to configure my filters (un-conveniently located at the bottom of the page). I clicked on Edit for the Country Monitor filters. And there was a list of countries, so I figured that these are the countries that can be accepted.
I changed the filter to Flag so that it will accept it but flag it for later. This way we wouldn't miss any transactions, they would just be flagged.
As of April 24, 2009 this were the countries listed:

You still have to be careful
You still have to be careful because PayPal may flag your account as suspicious if you have a lot of transactions from those countries. I have first hand experience with this and had my account frozen twice for a combined time of 6 months.
They assume you have some sort of scam going on if you have a lot of transactions from countries that are know for scams.

The paypal service is one of the best in the world. Even in many big concern and freelancing job paypal plays a great role. When it comes to frozing of account I have never experience the same. Anyway the same will be kept in mind.

No one from Belarus has ever tried to buy anything from us, but it was on the list in April 2009. There is a link at the top of my post where I got the information. Look in there, you might find an updated list.

Unfortunately on 05/05/10 PayPal does not working with Belarus
and does not accept credit cards from Belarus.
I called customer service,they confirmed this.
